WINTER LEAGUE RULES

1) All players must be registered with the Jersey Netball Association.

2) All matches will be played in accordance with the Official Rules of the International Federation of Netball Associations.

3) The league will consist of three divisions.

4) Every season the top two teams will be promoted and the bottom two teams demoted in each. Any club wishing to contest this ruling must submit their request in writing to the July Council meeting.

5) If a club wishes to disband a team they must disband their lower team. They will not be able to disband their ‘highest’ team unless they disband their club and re-apply for entry in the lowest division with one team only.

6) Days for playing fixtures to be fixed by the Council as soon after the Annual General Meeting as possible. Any re-arranged fixtures to be arranged by the Fixtures Secretary.

7) Matches will only be postponed due to adverse weather, court conditions, insufficient umpires or Island commitment.

8) A decision to postpone a match due to weather or unsuitable court conditions will be made by the umpires at the time the match is scheduled to be played, or in advance by 2 nominated persons.

9) If a match is postponed due to bad weather or court conditions, a match card must be completed, and signed by both umpires and captains. The umpires to inform the Records Secretary of the cancellation.

10) Any team with less than five players at the scheduled start time of the match will automatically forfeit the match and the points awarded to the opposing team. The team forfeiting the match will pay the whole cost of the court fee and the opposing team will be reimbursed half the court fees at the end of the season. (A.G.M. 2000) The umpires to inform the Records Secretary of any forfeited match.

11) Any team unable to fulfil a fixture must contact an Executive Member for confirmation before scratching a match. This team will pay whole cost of the court fee if courts cannot be cancelled within the agreed 24 hours notice. The opposing team will be awarded the points and reimbursed half the court fee at the end of the season. (A.G.M. 2000) The team scratching must immediately inform the Records and Fixtures Secretary, the secretary of the opposing team and the umpires.

12) If both opposing teams turn out with less than 5 players, the match will be declared null and void. Each team will share the cost of the court and be fined an amount to be decided annually at the Annual General Meeting. Neither team to receive points. The home team captain to inform the Records and Fixtures Secretary that night.

13) Players must wear club colours and place bibs when playing. Sports pants shall be the same colour as the skirt. Trousers/ cycling shorts to be the colour decided beforehand by the club and shall match either their shirt or skirt. Any jumper or sweatshirt shall be the same colour as the uniform top. In the event of a clash of colours, the home team shall change colours. Any player not wearing the correct uniform or colours will be fined an amount as decided annually at the Annual General Meeting.

14) Any player who plays in a lower team, cannot play in a higher team on more than 3 occasions without automatically becoming a registered player of that team.

15) A club with more than one team must not use a player registered in a higher team in a lower team.

16) If a lower team player is used in a higher team she must not compete in any lower team that evening

17) There must be 2 umpires for each game.

18) Umpires will telephone or text the result immediately after the match to the Records Secretary, and as soon as possible after the completion of their match the card with players names must be forwarded to the Registration Secretary and the other to the Records Secretary.

19) Any players who need to wear gloves on medical grounds must take out personal liability insurance and notify the J.N.A. They will have to produce a copy to an umpire if requested.

20) Coaching from the sideline is permitted but team officials may not move up and down the side lines or along the goal lines outside the court during play.

21) League table:

5 points for a win
3 points for a draw
2 points if within 5 goals- ie: if the result differs by 4 or less goals.
1 point for the losing team if their score is more than 50% of their opponents

 

22) In the event of a tie for any final positions goal average (goals scored divided by goals
Against) will be used. In determining league positions the results of any ‘awarded’
games will be excluded from the calculation of goal average for both teams.

23) Rearranged games may have to be played on a Thursday evening or Sunday morning.

24) The JNA is empowered to discipline a player, an official, a team or team follower whose actions prior to, during or after a match is considered to bring the game into disrepute.
